From my perspective from relationships, I would say it is very true but only because its what comes natural to them.

Kissing leads to things comming to life down south, so they naturally want it to lead to other things.

Woman are more hesitant because they are usually brought up in this society to believe in not giving it out so freely. I guess society plays a big role.
