I would go with a mutt. Mutts seem to be more loveable and laid back/easy going than most pure breds.
If you want to go for a pure bred, you might want to look at shih tzus. Very lovable, they can become very humanized, very smart. They develope wide ranged personalities. They will be the queen/king of the household. Downside: they need constant grooming. Either keep their hair short (puppy cut) or they need brushed daily.
There is also the pug. Adorable little buggers. They don't shed much. They will follow you around like you are the master of the universe. Downside: they have to have careful diets, because they can become overweight easily. And, their skin is very irritable.
Chihuahuas stay small and aren't necessarily the yappy type. They are "cute" and definitely have personality. Downside: very hard to house train.
There are also the keeshond, shiba, and spitz. Very energetic dogs, very lovable, very playful. Downside: -very- energetic. Lots of energy in a small package. They also need grooming, although not as bad as a shih tzu.
Anything with -poo at the end, I would avoid. They have a tendancy to be hyper, yappy, or even ill-tempered.
Choose carefully. Spend a day or two with the animal before taking it home and try to get to know its personality. Know the size of the dog. Many people get rid of their animals becuase they become too large for their living space.

I have to agree that french bulldogs do sounds perfect for you, small, short coat, very friendly, silly, and personable. But i also like shih tzus a lot. Try getting a dog encyclopedia, that might help. Also try looking on dogbreedinfo.com to find all kinds of different dog breeds. Once you do more research you will have more of an idea of what you are looking for. From their you can look for a good breeder, or try your local animal shelters. They have pure breed dogs, and mixed breeds. And i live in an apartment, and also very much want a dog. As long as you love your dog and get him enough exercise, i think apartment life is fine. Dogs are awesome! But, don't get a dog while you're in an apartment. If it doesn't bark, it may howl when you leave it alone. We didn't find out for 6 years that our dog howled when we left her alone until we moved from our house to renting a town home and the next door neighbor told us. We couldn't stop her so as soon as possible we found a single family home again. You'll have to take it for a walk several times each day and clean up after it goes on the apartments property, not to mention the pet deposit you'll have to pay. A dog needs a yard to run and play in. Please reconsider getting a dog, do you like cats? They're quiet, and use a litter box. I hope you find what you're looking for. Good Luck! =)

You might want to try a Border Terrier.... I've owned Labs and Rottweilers in the past and just picked up a Border Terrier last year and he's great.... He loves kids and is really friendly... he hardly barks and is ready to do anything or just relax at home... Everywhere I go everyone tells me how cute he is... he's a great icebreaker..... I also live in an apartment and I have a miniature pinscher. As long as you socialize the pup early they are great dogs. They do have alot of personality and if you don't introduce them to lots of different people early they can be very terratorial, but if you teach them early they are wonderful dogs. If your looking for a lap dog with tons of loyalty, get a min-pin!

The breed of the dog depends on the personality of the future owner i am a dog frantic and know almost everything there is to know about dogs if i were u i would by a dog book i greatly suggest "The original Dog Bible" and "The Dog encyclopedia" by DK

As far as small dogs go, I like Cavalier King Charles Spaniels. They are small, very affectionate, people-oriented and best of all, not big barkers. Think golden retriever in a small package and that's a Cavalier.

I really like French Bulldogs, and the really fit into what you are describing. They are medium sized dog (less than 28lbs), are extremely friendly, rarely bark, do not need much exercise, and they do not shed much. Also, they are not cute, they are ADORABLE.

I would say that a Bischon Frise, or a Yorkie would be great. they are very smart, and you can teach them to use puppy pads since you live in an appt.
