Hey there. It all depends. For me, I live in an area where it's really hard to find a place to sprint. For starters, the local high school doesn't allow casual access to their track for obvious reasons. However, there's a lake close to where I live and there's a track that circles around it. On one part of the lake, there's a long stretch of grass - which is what I use to do my sprint routines. School playing fields, parks, recreation areas and other grassed areas. If you do mean sprinting, pick a time and place when there are not too many people about. If you are talking about having a run that is less important as you will not be travelling as fast.
On the other hand if you are overweight I would suggest you begin with a build up, from regular walking, progress to jogging and then runing.
Going straight into sprinting if you are not reasonable fit sounds like a instant recipe for a heart attack.

Schools.
At night there's really nobody around, and there are roads to run on. Even if it's just through the parking lot, you're sprinting.

I would advise against using concrete. Most tracks (official) are made of a more spongy material to be gentler on your joints. Try a field that is even, and not rocky.
