It depends what you need it for. Are you having trouble falling asleep, trouble staying asleep, etc? Is it because you're anxious, thinking about a lot of things, or just because you have sleep problems? These are all important things to think about. If it's due to anxiety, you might want to look into a low dose anti-anxiety med(diazepam, etc) that can help your mind slow down so you can fall asleep. If it's more of a sleep issue alone, you could try something like Sonata, Lunesta, or Ambien. Those are control medications, just like anti-anxiety pills are, and have a high occurance of dependancy. A lot of insurance companies won't cover them, or will only cover for 14 pills per fill. Then there's the new Ambien CR which contains two medications, one to help you fall asleep and one to help you stay asleep.
You could also look into trazedone, which is an anti-depressant that makes people very sleepy.
Over the counter, you could try benedryl(diphenhydramine) which is what's in tylenol PM. Or herbs, like Valerian Root. Be careful because some herbs can affect prescription medications.

None, for long-term use. For occasional use, the most effective and safest is plain old Benadryl. And, in lieu of Benadryl, if you do not normally take aspirin, it can be used as a sleeping pill with extraordinary effectiveness as a sedative.

melatonin works well and it is not a drug, and therefore non-habit forming, nor does it have side-effects. it's actually a hormone that your body naturally produces to help you fall asleep. also, you don't need a perscription, you can buy it at a vitamin or supplement store and it is very cheap. I have been using it for years whenever i have difficulty falling asleep and it works everytime.
