My hair is dark brown now, but I want to dye it a medium brown, and put dark brown streaks in it.

Although you can't use color to make your hair lighter(in the hair industry color does not lift color) you could use bleach to lighten chunks to the medium brown that you want. you shouldwait two weeks before appling the bleach, to let the ph of the hair restore itself back to normal. You could have done the process all at one time with the help of a professional.

Why not have highlights put in and leave the existing color there. If you want to do that, wait a week or two then.

It can be done immediately after drying your hair.
