There is indeed a few disease problems, that can cause that problem. If somebody has had a large amount of digestive tract removed, (by cancer or trauma from a wreck or gunshot to abdomen, or a disease process like ulcerative colitis), or they have a digestive disorder like chrohns disease, or possibly laxative abuse....the list goes on. Bottom line is yes its possible.

Colorectal cancer usually develops slowly and may not present apparent symptoms in its early stages. Some individuals with undiagnosed colorectal cancer may detect blood in their bowel movements (feces). They may also experience persistent constipation or diarrhea, abdominal pain, or unexplained weight loss.
Two simple tests can detect most colorectal tumors while they are still in an early, easy-to-treat stage. The first test is the digital rectal examination, during which the physician uses a gloved finger to gently check the smoothness of the rectal lining. The second test is the fecal occult blood test, in which a small sample of the patient’s feces is smeared on a card coated with a chemical called guaiac, which reacts with blood. The card is analyzed in a laboratory for occult (hidden) blood. A positive result does not necessarily indicate the presence of cancer. Although most colorectal cancers bleed, so do benign conditions such as hemorrhoids.

Yes!! It absolutely exists! It's called Colitis and unfortunately it can affect anyone at any age. My Grandmother had it and i know a woman who started developing symptoms when she was 16! She's now in her mid-30s, and they've told her she won't live past 45 because of it. It's a serious illness and causes cluster diseases to form around it. For instance, your immune system becomes completely useless, making you susceptible to all sorts of sicknesses, there are often chronic, unbearable pains associated with the disease (many Colitis sufferers are on Morphine to control their pain), It causes arthritis and can even strain the heart. There are certain surgical procedures that can extend life, but all in all, colitis is pretty untreatable.

Could be the person has had problems with his colon and had to have surgery performed resulting in a diverting colostomy/ileostomy. It happens even to some very young folks. This could either be temporary or permanent depending on the condition.

They could be messing with you, but don't count on it. There are some medical conditions where people can't help it - fecal incontinence.

Assume they are telling the truth and try not to think about it again!

It's called fecal incontinence. try startling him sometime for a good laugh.
there's no one reason for incontinence, and it's not necessarily a disease. there might be physical damage to his hole. so you go ask him what his problem is.
