That's what happened when my dog had a heat stroke, we put him in the tub and ran some cold (but not freezing) water on him, it worked for us, but I would still take him to the vet if I were you.

try putting wet food into the water bowl and mixing it around or you can try putting chicken grease or some kind of meat grease in it then they will drink it
we did that w/ my dog when he got dehydrated

I would think that it is in his/her nature to drink, if he/she is thirsty. I would call my vet.
