I had almost the same exact situation. Same thing, a couple of mid-20's girls. I wrote a letter to my manager. Nothing. I wrote another one. Nothing. I wrote a third stating I would start deducting a certain amount of rent each month for not enforcing quite hours, as stated in my lease. That got my manager's attention. She told me I would be evicted if I didn't pay the full rent. I told her she can start proceedings, which would take months, and in the meantime I would stop paying rent pending resolution, plus talk to my lawyer and scourer the lease for any other points that were not being enforced, plus I would gather the other tenants to see if they wanted to file a class action lawsuit.
I doubt I had a leg to stand on but it didn't matter. I instantly became more of a pain in the asss than the 2 girls. The manager talked to them that night, and within 2 months the two b*tches were out. I've never had another problem.

I think you already know that doing the music thing as retaliation is the wrong thing to do
Living in such close quarters is tough enough, without having bad feelings going around.
Your dog barking in the middle of the night must annoy others in the building, has anyone said anything to you.
You say that one of them says your complain too much about them. Then you spoke to the owners and the managers. Sorry but you have gotten a reputation of being a pain in the butt, and you will carry no weight on these issues right now, no matter if you are right or wrong. The more you complain the worse it will be.
My suggestion is this--- ignore things for a while --- 6 months or more, say nothing, make no complaints. Be polite, be considerate. Play white noise in your apartment, like ocean sounds, etc, so you aren't as apt to notice the other sounds. If after the 6 months they are still stomping, I would talk to the other tenants, see if they are being bothered by the noises. If they are, then as a group go to the management.
Your alternative is to move. But apartment living is hard, there will always be noisy and rude neighbors.

The more you complain the more they do. It seems that people who don't care, care less after you say something to them. It goes to their character and where they come from. People with no respect for others don't deserve respect from you. Turn the tables on them, see if they like it. Keep complaining to the owner. The next time they come in, especially if it is in the middle of the night and they wake you up, call the police on them for disturbing the peace. Show them what happens when bad girls misbehave.

No, don't play loud music in return. Give your land lord a certified letter stating your disatisfaction and how long you have been putting up with it. Write down any and all conversation and complains that you have sent to your land lord. Then contact a lawyer and get out of your lease. This will hold up in court.
You don't have to take that.

you are in a hard spot the only thing I can think of to do is ..move. if that's not a option do it start playing loud music at about 5:30 A.M. they probably party and loud music at that time of day after partying all night is terrible.If you really want to get nasty (and I don't think you are the type) slash tires,gouge their door (apt.) Throw red paint on their door write "I'm coming back" on the door.Scare them crank call them.Bad neigh boors can make your life miserable I know

My question to you is why is it important what race they are? This bothers me very much... White Chicks? Mexican Family??? I know that what they are doing is wrong but their race has nothing to do with it... My suggestion...call the police, write a certified letter, and remember as a renter you do have rights. Unfortunately, so do the owners of your apartment. At the end of the day all parties involved will tell you the same thing...it's time to move.

Hummm …white chicks and Mexicans, you sound prejudice to me. The most annoying thing I can think of in your situation is your dog. It’s likely causing the most havoc for the entire building and should be disciplined and trained not to bark at neighbours. I like dogs but some of their owners should go to doggie school. I would let your dog get to know the neighbours that are distracting you and treat them like your best friends and see if you can ERAN some respect form them and discuss the situation instead of complaining to the world about it.

One option is to send the landlord a certified letter saying that the neighbors are intolerable and you are going to break your lease because of it. You are entitled to 'peaceful enjoyment' of your apartment.
Another option is to blast a shotgun out the window (up in the air, of course) when they are loud. That'll scare the **** out of them.
