Thorne Clarke Shotfire Ridge Shiraz from Australia's Barossa Valley usually comes in around $25. Has been a Wine Spectator top 100 wine previously.

Penfolds Bin 407 Cabernet Sauvignon from Australia is a perennial good value, a consistent performer. The 2003 was very highly rated. It should be right around the $30 range.

If you like Marquis Phillips, try these out for size:
1) You Bet Shiraz, Australia 2002
2) McWilliams Shiraz or Merlot, Australia (can't remember the year)
3) The Stump Jump Shiraz or Cab, Australia (again, the year escapes me)
I am a Marquis Phillips fan myself, but have found that these others are just as fantastic for under $20.
Kevin Zraly, of Windows on the World fame, once said, "Don't judge a wine by its price, but by the feeling you get when you drink it."
Cheers!

If you just want a couple of bottles, just go shopping ... trial and error.

If you are looking to find a case or two, go find a wine shop near you and find someone there you can trust, let them know what you like and don't like and build on their experience and your experiences. They will often let you taste things before you buy, and return a bottle you really hated. You can also find sophisticated tastings (which usually require a small fee up front) ... to learn and train your palate.

If you are serious about amassing a cellar, then I would suggest finding a broker, and build a relationship. I have found that the best small case lot productions at reasonable prices can only be obtained through a broker. I have one and I have Shiraz, Durif, Cab, Sangiovese, and Meritage wines among others that would knock your socks off, many for your price range ... but it would do me no good to tell you label names because you wouldn't be able to find them anyway.
