I want to have a "device" that I can program to block out particular phone numbers from entering my home phone. The numbers that I want to block are from indivduals and not from call marketers. I can't find such a device on the internet. I did have one when I lived in Europe several years ago. Remember I am talking about a household phone here and not a cell phone.

This is because in the US, the phone companies do this for you (of course, at an extra charge). You might be able to find the instructions on how to block individual numbers in your provider's phone book (ie-Qwest has a specific section on the services you can activate from you phone). If it isn't listed in your phone book, call your phone company to ask them for specific instructions and costs.

Have you looked into Call Screen from the phone company?
I kept getting annoying calls from Trimark Funding, after I told them over and over that I was not interested in their mortgages. I called MCI and signed up for Call Screen. The calls have been blocked ever since.
