After some research I have found that in Illinois there is no official age under 18 that dependents are legally allowed to decide which parent to live with. Note that my source also states that it is rare for the child even to be called as a witness in custody disputes due to the trauma it may cause.

To get the absolute correct answer for this question you need to contact the court in Illinois and ask them! They will tell you the age and the rules that apply to this situation.

It depends on the child. If there is a judge involed then he may have a dedline. If the child understands what is happeneing the rules of the game if you say, then when that happens they are ready.
