My daughter had dry patches on her. Lotion did not help. Her pediatrician told me that she just had dry skin and most lotions had alcohol in them. I put Aquaphor on when they are actually dry and flaky, and Eucerin Calming Cream when we are just being proactive. Also Johnson's Creamy Baby Oil is great, because there is no alcohol in it.

My 4 yr old daughter has the same problem. The doc says to give lukewarm baths using Cetaphil (in the blue bottle) liquid soap and Aveeno lotion.
He also prescribed her a lotion because he feels it is Excema.
Added: Make sure you do not bath her everyday...it will dry her out and put the lotion on her while her skin is still damp. Try the Cetaphil and lotion for a few days and see if it helps. If it doesn't she might need a lotion prescribed to her.

Probably just dry skin. Have you changed laundry detergents? Has she gotten any new shirts that are a different kind of material? Have you changed the soap you're using when bathing her?
It could be from a majority of things..no need to worry though. Just keep putting lotion on it (make sure it's a plain and unscented lotion).

I tried Aveno in the bath and that seemed to work. Sometimes dry skin can be mistaken for eczema which is usually the result of an allergy. Have you shown this to her doctor?

My niece had the same problem and we took her to the dermatologist and they gave her prescription lotion for it. She had it all over though. The doctors told my sister to only use lubriderm lotion on her son because it wouldn't dry him out.

My daughter has dry skin on her belly and her legs. I asked my doc about it and he said that my daughters was winter dry skin and the only thing that I could do with it is moisterize, moisterize, moisterize. He recommeded me use the Vasaline Intesive Care.
Your daughter may not have that, but I know my daughter has. The doc said that it is something that she will probaby have until Spring.

it is probably eczema, my 1 year old has it, and you can try to put the over the counter hydro cortisone on it, but if that doesn't work then you may need a presciption of a higher strength. i use the over the counter stuff, and then i put aquaphore on top of it, or petroleum jelly.it works well for us. i hope I've helped some.

Try olive oil, less allergenic than lotions.
Also no soap in the bath for a while, and as few baths as possible.
You may want to consider washing her clothes with only vinegar for a few weeks as well.

Yes this is dry skin. It should be rough and bumpy. You should take her to the doctor. Your doctor could prescribe a good cream to help this. It occured to my sister and the cream helped.
