So, I woke up this morning with the sound of kids laughing and the sound of rocks being thrown. I heard the voices and they were the kids i knew down the street. I could barley see two that I knew.
Anyways, I thought I should let them play and have fun, no harm was being done, right? So Later in the day, I was going out to get the mail. I see all these rocks in the street, my garbage can lid on my drive way, rocks on our car and all over the driveway, oil on the outside of my gate, spilled on the drive way, and on the front of my garage door. The car paint was chipped and there were chips on my bedroom window. I talked to their parents and they said their kid wasnt out. And once I thought about it, the kid I saw was shorter than the boy I thought did it. They said the other kid that was out that I knew was known to throw rocks, and we know the mom of the kid wasn't very compliant . For ex: she wouldnt talk.
By law, what can I do and how can I force the mom to talk?

rosytobear and others, I heard multiple times rocks hitting the window and such, I didnt have enough room to put it in.
i also heard the dragging of the garbage can and I heard some plastic object being kicked (oil).

Do not talk to the mother or the kid. First file a criminal complaint against the kid. Second sue. Third put up a hidden camera in the event it happens again.

There is no way that you can prove that it was the "kid that is known to throw rocks" based upon hearsay. You said it was this certain kid that did it, and then changed your mind. You also said you could barely see the 2 kids that you knew, and then changed your mind. The you state there were chips on your bedroom window- how could chips be there and you not hear the rocks hitting it if you could hear the kids laughing and playing. Another thing to notate: you are assuming that the kids did this simply because you heard them laughing and playing. That does not prove any kid did it; someone could have come behind them after they left and committed the crime. This issue has no many holes in it, I doubt you will ever be able to convict any one for the crime. sorry.

Ahhhh,,, yer probably scroot. Did you make a police report? You're going to have to go to the Prosecutor's office and see if you can convince them you have enough credible info to merit having the little thug dragged into juvinile court. Or you could hire a private attorney and drag them to civil court. Chances are, no matter what you do, the parent(s) will resist any payment to you as long as possible. But then again, if you show them you are serious - get the police/courts involved - they may be more compliant, it just depends on the individuals, and on how sure you are of your allegations.

Go out and get a wireless battery operated security camera that you can install outside in the proper area. If necessary, get more than one and the extra equipment that is necessary to multiplex the multiple cameras into one video source. Then, connect the wireless receiver(s) to a vcr or if you PC has the correct video in, to your PC and record the events. Its up to you with what you do with the tape. You can try taking it to the parents of the kids so they can see what their kids are doing. If all else fails, you can show the video to the police and if the picture is clear enough, you can file a report and press charges.

Sense you didn't see who did the damage to your house, the only thing you can do is call the police and file a vandalism report. this way you have a paper trail to file a claim with your homeowners insurance. maybe the police can learn who did the damage and your insurance company can go after those responsible.

Look in the blue pages of your telephone book under Police, look for Juvenile Resource Officer - or something to that effect.
Most Police Departments have an officer(s) assigned to youth crime.

You will have to go to the police department and file a police report. The police will visit her and her son. You could also take them to small claims court if you can prove that he is the offender.
In civil court, it does not have to be unreasonable doubt.

you have to file a police report but that would suck for the kids so say ur going to to scare them and see if they do and then file a report if they dont talk but i got one filed on me for prank calling and it was pretty funny so u really cant do much unless the damage was significant
