Rub vaseline on them and then brush in horizontile motion back and forth with a toothbrush. Its normal for them to tingle. it can be used, however it may cause you problems with a possible infection occuring. vaseline is a good lubricant, it won't give you protection from infection,from opportunistic viruses/bacteria that will be trapped next to your lip tissues. any break in the skin tissues like cracking with chapped lips, leaves an easy avenue for germs to enter. try useing a medicated lip balm or an antibacterial first aid creme
