How do i write a letter of reccomendation for someone apply for a scholarship?

What should i put in the letter? I am this persons boss.

Ability to learn new things on the job
Their passion for whatever it is that they are planning on studying (if applicable)
Good character traits that describe the person (such as honesty, hard-working, trustworthy, caring, compassionate, etc.)

Why your reccomending this person. What has your experience been with this person as your employee, has it been good or bad, do you think they deserve the scholarship or not?
