It depends on what you mean by "powerful." In terms of the amount of energy generated and the amount of physical destruction that can be done, a nuclear weapon (specifically fusion weapons aka the hydrogen bomb) are definitely the most powerful.
But many people would agree that "the pen is mightier than the sword," meaning well-expressed ideas are more powerful than weapons. This can be taken in a few different ways. People like Osama bin Laden can inspire thousands of radical Islamists to die for their beliefs; taken together bin Ladens words might be said to be more powerful than a nuclear weapon. Or, taken one step further, if the reason we use weapons is to accomplish a purpose (say, to convince Japan in the 1940s that they must not be aggressive), then many might agree that the right words - peace negotiations, treaties, etc. - are more powerful for accomplishing things than any weapon.

If anyone created the anti matter bomb some have mentioned i personally would offer my services to train as the greatest soldier ever put into battle ( along with others of course ) in order to make a special forces team with the capabilities of destroying the bomb, killing those who made it and destroying every document of it. The nuclear bomb is bad enough but this bomb your mentioning would be a death warrent to all involved. No doubt the US would create it in order to become more powerful but if it meant a country had to creat a super special forces unit to " Erase " all knoledge, whoever may posses it then it would be for the better. Scientist can often be the most stupid people on earth. Have some common sense

The hydrogen bomb is a nuke with hydrogen packed in, so when the the fission chain-reaction occurs the energy is sufficient to fuse the hydrogen atoms into helium destroying more mass than is destroyed when the bonds in the uranium and plutonium do when they break and according to E=mc^2 the more mass you have the more energy released. The amount of energy is the amount of mass times the speed of light squared meaning that the fusion reaction is a much bigger explosion than the fission one. But it is still "nuclear" in the sense that it has two nuclei fuse as opposed to having one split.
Also if you generate antimatter like in angels and demons you could annihilate a huge amount of mass rather easily with no radioactivity left over, but they don't use it as a weapon because it is very dangerous and inefficient.

The most powerful weapon to date is the hydrogen bomb. But if the minds of our scientist are able to create anti-matter, they might be able to make anti-matter bomb. When anti-matter come into contact with matter, a tremendous amount of energy is released. The amount of energy released in nuclear or hydrogen bomb is just a fraction of it. In other point of view, our mind is the greatest weapon of all since without it, no weapon would be constructed.
