A blizzard is usually ice cream with extra ingredients that are added after the ice cream has been made. For example, a Snicker's blizzard is vanilla ice cream with the Snicker's candy crushed up and mixed into it.
It differs from, say, Cookies N Cream ice cream because with that situation, the cookies were added when the ice cream was actually made. Hope that helps! :-)
