To insulate it and prevent it from creating a short circuit when it contects itself or other metal object.
(sounds like your winding the rotors to make a motor)

If your referring to the clear layer around the wire under the normal insulation, I suspect it is for corrosion resistance and to minimize any water or moisture seeping in onto the copper through a capillary action or defective insulator.

Color coding and insulation. If the wires touch, they fuse together and creates shorts and or fires and the plastic colors depict voltage and or amperage.

plastic material is an insulator to avoid of shortness of two wire ac line...these also protects to the wire due to corosions....

INSULATION ............ With out this wire would short out, but when insulation and with many windings making a magnetic feed, this makes up a electric motor etc..........MEL..............
