It's called a fleur de lis, and it's the national emblem of France. (Remember, New Orleans was originally a French city, back in colonial times.)

the symbol is called a fleur-de-lis. it is a catholic symbol that goes all the way back to the french. it has many meanings though. search it on google or on yahoo and there are a lot of things about it.
