Well, if you could get BOTH sides of a major conflict to get stoned before engaging, there would be far fewer casualties. It would be like the Geneva Conventions, only they could hold the meetings in Amsterdam.
Under the Amsterdam Conventions, no soldier, officer or enlisted, may enter a combat situation sober. Only those military personnel who are so high, baked, or sandblasted they can't tell which way is up would be allowed to fight. Of course weapons of mass destruction would be out of the question - use of anything more lethal than a slingshot would hurt more friends than foes.
Let's petition the Defense Department and the UN Security Council to take this under advisement.

Most people don't realize the government has turned us against each other with a war based on government terror of medical patients for threatening their drug war. Many people don't realize it's why our taxes are so high.
