The smartest dog is the Border Collie, then the Austrailian Cattle Dog and Australian Shepherd. Some places list them in different orders, but the Border Collie is almost always #1 and the rest in the top 5 are other herding breeds.

I have had dogs all my life. I am only an expert in the physical sense. I have had all types.
German Shepherd is by far the smartest dog I've owned. It's like they understand what you say. We have had several.
I have had a pomeranian. He was very smart and lived a very long time, 14 years. He was my buddy and used to play hide and seek with me.
We had a dalmation who was a genius, we had other dalmations that weren't too smart though.
We have also had some mixed breeds. I find them very smart as well. I currently have a Shepherd/labrador mix and she is not only beautiful but smart as all hell. She learns things quickly and listens when we talk to her and call her. Some dogs will not listen.

The smartest dogs (according to testing) are:
1. Border collie
2. Poodle
3. German Shepherd
Other dogs in the top ten include the golden retriever and the labrador, but I'm not sure exactly where they are in the rankings.
By the way, border collies are not happy unless they are working. If you intend to get one just as a pet and never train it, expect it to get into mischief.
