If you give an insincere apology, who does it benefit? Perhaps your apology was not that believable, and now they are testing your sincerity. It's hard to say. People sometimes see an apology as a weakness, and try to exploit your conscience. It isn't necessary to allow that. I remember a time when I told someone I would do them a favor, and then forgot to do it. I apologized, but they kept finding other favors for me to do, as a way to "make it up" to them. Is this what you mean? I finally started saying "no", and the incident was eventually forgotten. When people are willing to forgive you, there should not be a price attached to it.

Because with some people, if you give them an inch, they take a mile. My advice is: if you don't really mean it in the first place, don't apologize. Now you resent them because you didn't really mean it in the first place. I've been there.

why tell a person you are sorry if you are not? that is not sincere. when you are sorry for a misdeed, that is a sincere feeling and should immediately be conveyed to the person you hurt.

yes, sometimes small minded people try to step on you once you apologize humanly for a human mistake. they act snide and snotty and above you. i'd stay away from them, and i'd then have nothing to tell them that i am sorry about ever again.
