Well this depends if you knew the guy or not and how he meant it. If he meant the whole im keeping my eye on you because i like you kinda thing thats cute and sweet. But if he meant it like IM WATCHING YOU, creepy and you should be looking over your shoulder and calling the police to make a complaint so it is on record. I had a stalker is it very scary and it takes forever to feel like you can ever really be alone, trust me..be safe make sure you know how he meant it.

It means both. But, it also means watch your back. It is a little unusual to say something like that. So, keep talking to him, but pay more attention to other things that he says. If it gets more creepy, than it's time to let your local police department know.

Me old mucker refers to a friend. Watching the Custard..Custard and Jelly = Telly or Custard for short. Mustard, means good.

Not sure what mucker is: Muck about - lout? You would say: Me ole mucker, like: 'come 'ere me ole mucker.' As in your pal, friend, china plate (mate) I think mucker is 'mate' She is mustard - i.e. 'hot'. On the football pitch you might say, 'watch out for their winger, he is mustard'. Colman's English Mustard is fiery, strong and hot. Custard and Jelly = Television (Telly)

Personally, I think the guy is creepy and should watch out for him, but hopefully he was joking and didn't mean to freak you out.

depends on the context. if you've never talked before, and this was totally unprovoked, start researching restraining orders. if you're already friends and/or have been flirting back and forth, see where an offer of coffee gets you!
