I believe the term you are thinking of is call an ENABLER...which means you are allowing them to whatever they want no responsibilities and they get a freee ride and only have to make money for drugs.........If you find yourself always "helping" others with these kind of problems you could also be called co-dependant meaning you want to help every one and often can't take care of yourself because your helping everyone else
