He is an 11 year old neutered male and has never done this before - I moved to a new place 3 months ago (he has moved with me twice before) so you would think that it would have happened right away if it were a psychological thing. I have caught him chewing a palm plant - but he has done that before too without this problem. Any thoughts out there?

If you rule out all the litter box problems you could have him examined just to make sure he doesn't have a UTI or small blockage in his bladder. Hope it is just a litter box problem, sometimes cats can get really finicky over litter boxes. You could try buying a new box or changing the brand of litter you use.
Good luck

Cats almost never urinate on their bedding - they are very clean. My first inclination is to take him to the vet to check for urinary tract problems which are common in neutered males. The only time my female cat ever urinated in the house was when she developed a urinary tract infection and it never happened again when it was cleared up. So a visit to your vet should be your first step.
