I have a JVC Super VHS-C camcorder that I use to make movies. I'm wanting to be able to put those movies on to my computer so I can edit them. How can I go about doing this with out spending no more than $60 $70 dollars.

You need a video capture card. You can either get an internal PCI card (which is usually coupled with a TV tuner, sometimes HDTV and FM radio as well) or you could get an external USB video capture device. You would just use the audio/video output on your camcorder and hook it up to the capture device and record it on your computer's hard drive. If you don't have A/V outs, just use a nice VCR and the tape adapter and wire it up to the capture device. Since it's Super VHS, if you have an S-VHS player with S-video out, this would be the best as most video capture devices have S-Video in as well as the composite RCA inputs.
