Could be a bad fuel pump relay. Is the engine cranking but just won't fire? Or will it not even turn. If it doesn't even turn, your starting solenoid is probably bad, assuming your battery is good.
How many miles is on it? Might check the gap on your spark plugs, check the distributor cap for corrosion on the points inside, carbon tracking, and the rotor button for pitting.
Is your ground going to the chassis clean and in good shape?
Could be a lot of things, but that's what I'd check.

It could be one of two problems.

I have a 1995 Grand Cherokee and the two problems I have when that happens to my Jeep is.

1. The brake light get stuck on. If I don't notice it and giggle the brake peddle the next day I have a flat battery. That's when I get the same sound as you describe behind the dash.

Next service I'm not going to forget to tell them to fix it. This is also a common problem with this model jeep.

2. The other problem I have is the car won't start or the power goes from the window/ door lock on the driver side door of the jeep. "Keep in mind , my jeep is right hand "
To fix it I have to open the hood. Then open the fuse box and pull out the red fuse to reset the car. It works for a while. Till the next time.

I have a 89 Jeep Cherikee Pionner I was havning the same problem and I changed like everything the one thing that u need to find out is if u have whats called a CAS > Crank Angle Sensor... It's a 30 to 40 doller part at napa and that fixed it! There was No spark and it was like not geting fuel but u could her the pump, thats sounds liek the Problem!

Couple guesses w/o more info:
1: battery is dead/dying: get it tested at local parts store for free.
2: jiggle or try to reseat the large connector into the PCM. It's the cable with 36 or more pins, plugs into a box mounted to firewall -passenger side. Try this while helper is trying to start.

Maintenance: look at the negative battery cable, follow to 3 grounding points. Then remove those points, shine the pieces with steel wool and apply dielectric grease. They are likely covered in white oxidation. -HTH

No fuel and No spark ? You need both of these things for the engine to run. If you do not use it often enough to keep the fuel fresh and the battery charged sell it to someone who will give it the care and use that any machine needs. A machines only purpose is to be used. Another name for your Jeep may be Sculpture.

if you have no spark and no fuel then how in the heck do you expect it to start. i mean unless you have some godly powers to get that thing to run that way then wow but you have to fix your no spark and no fuel problem before you can even start it up.

That sounds like a starter relay going bad to me.
