It's a tough situation. The first player could have anything, and may simply be trying to pick up the blinds. However, the second player called quickly. This has to be a sign of strength. You would have to assume that they have two high cards or a pocket pair. Do you think that the caller had a pocket pair lower than 10s?
There are four cards out there and odds are one or more of them are higher than a ten. This means that there is a chance that someone could pair a higher card by the river.
I think it is probably best to fold and get out of the way. If you call or go all in you are against two opponents with a decent pocket pair. If you lose you are now going to be a short stack and will need to double up just to get back to where you are now. Larger stacks will often call an all in bet because at 2000 chips you are really not much of a threat to anyone.
I would normally suggest aggression with pocket tens, but the call of the all in bet before you concerns me a lot here.

Fold, period. The blind are 200/400, and you have 4000 left. So you're a shortstacks, the 2 others are deseparate, when you have less or equal, 10x the big blind you only have one option: ALL-IN. Now you want pick the right spot, and having pocket of 10 look good in this situation, but 2 players are all-in already. If you had around 10000 in chips, ok you can think of calling, and take a shot to eliminate 2 players. But right know.......No way, unless you are ready to gamble......But if you do: one you call, you lose it's over, you would have 1600 left.......you would have to push next hand, even if you have 84 ofs. Two you call, and win the coin flip: you have 8600, it's good but not great....How many players left? just 5?, or you're only 5 at the table for the moment?
Anyway, that's a tough one. And depending on how many players are left, what is the average chips stack, how much does the chip leader has, only the 1 get paid, or the last 3, 5, 10....etc.

It all depends on how the prize structure is, and the difference between 5th, 4th, and 3rd place.
It also depends on what the chip stacks of the blinds are. Are their stacks much bigger than yours (increasing the chance of calls behind you), or are you the chip leader? Would you be the chip leader with 8000?
If you fold chances are you will go up a place (4 players left) but then you will be one of the 2 short stacks with about 6 times thru the blinds left.
You can't get busted by either of the short stacks.
So you will get 4th anyway most likely. Since you might not see a better hand again in the tourney, this is your best shot. You'll have 3rd at least and double your chips to 8000.
Go all in with your TT, and hope the blinds get out of your way, and that each of the short stacks has an Ace, or a lower pair (which are very likely). Just hope you are not against AJ and KQ, because a bigger pair is not so likely.

I would fold. Against one person, you are probably a coinflip.
But if One of the people has AK and the other has QQ, you are 18% to win. If they both have overcards, where one has ak and the other has kq, you are 43% to win.
If you lose, you are down to 2000 in chips --- and with the blinds 200/400 that gives you a little more than 3 rounds of betting, or at a 5 person table 15 hands .... and then you are forced to go all in with almost anything
