Washington Heights has a pretty rough reputation. However, I have a couple of friends that have lived there -- one because it was totally convenient to her bank job in NJ (very good access to the GW Bridge) and she found a nice big apartment that was affordable, and the other, I think because it was a convenient commute down to the Columbia area, and she found a nice big apartment that was affordable. It's not as if I didn't ever visit them there, and of course I walked on the sidewalk alone after dark when I did, but you do want to keep your wits about you because it is a kinda rough neighborhood...The word from friends who recently lost their apartment is that landlords may be trying to gentrify it, kick out long term tenants and jack up the rent.

Very dangerous area.
Dont walk on the side walk alone after dark.

The general rule, uptown of 110th Street in Manattan, the further you go uptown, the more danerous the area is.
