That is a very good question. Since you told us how big the tube is, but not the age/size/breed of dog and how much dog had to eat in the hours before and after the ingestion, I am going to outline what COULD happen:.
scenario 1: edges of tube are rough and sharp. they cut small holes inside the dog's throat. could cause bleeding or irritation. small holes could become infected/filled with chunks of food in the coming days. the infection could cause interior swelling which would narrow the dog's throat, gradually making it harder to eat and drink. the dog could die from starvation or the infection.
scenario 2 the tube manages to get to the stomach. In the stomach it can:
Puncture the stomach so stomach contents leak out and cause sepsis.
OR get stuck in the stomach and possibly block way to intestines
OR pass into the intestines
OR dog could try to vomit up the tube---which could result in tube tearing hole in esophogus (see 1 above) or tear a hole and the force of the vomiting pushes the tube through the esophogus and into the trachea. a hole in the trachea (which carries air to the lungs) could mean the dog aspirates a foreign substance, or can't breath properly with a hole in his throat.
scenario 3 tube gets to intestines.
tube cuts hole in intestines---infection, swelling like above
OR tube blocks intestine--death or surgery
OR tube passes but scrapes the walls and irritates lining---bleeding and diarrhea
Scenario 4: you call dog's regular vet and find out if there is anything you can feed the dog to help cushion the tube and keeping it moving along---or whether the vet wants to pull it out of the stomach before it causes harm
I can't guarantee the results for scenarios 1-3, but I can promise that scenario #4 gives the dog the best possible chance of surviving and not suffering.

Did he ingest any of the Windex or was it an empty bottle?
If he didn't ingest any of the window cleaner, then keep a close eye on him and his behavior. If you notice that he is not eating or moving his bowels or seems to be in discomfort, take him in to the vet immediately.
If he DID ingest the Windex, he needs immediate attention. Call the Animal Poison Control Center. There should also be a phone number listed on the back of the bottle....if it's still legible.

It's best to have your dog checked out by a vet. There's a good chance the tube will pass through the digestive tract safely, but if it causes a bowel obstruction, it could be fatal. You didn't mention if the dog drank any of the cleaner but that too could cause problems.

she will probabaly throw up during the night because my dog hasnt ate plasic but sometimes rips the rubber toys up and swallows the peices and usually up chucks it early in the morning. I'd leave him in the bathroom over night so he doesnt decide to do it all over your couch or if you have carpet.
Also if your still worried call the vet

Dogs have been known to eat almost anything and not get sick.I wouldn't worry too much about it.
