all aloe vera will do for a sunburn is help heal the damaged skin once it stops burning.
If you have a sunburn, you should apply a cold compress to it until it no longer feels hot to the touch.
If you have very dry skin, you should exfoliate and then apply Vaseline liberally.

I'm not sure about dry skin but I do know from experience that it is very good for burns.
