Do you start it - Your Royal Highness, Dear Queen, Dear HRH or something else? Serious answers please as I have to write an urgent & serious letter. Thanks!

The Queen should never be addressed as 'Your Royal Highness; she hasn't been a Royal Highness since she became Queen in 1952.
The Queen should always be addressed as 'Your Majesty'.

The term "Dear Madam" will do nicely. If you're a Brit, your first thought is appropriate - address her as Your Royal Highness - but only once - don't keep on using the phrase in the body of your letter. Be polite and respectful, but not fawning. Speak to the point and don't EVER ask her "hey, how're ya doin'?" Close by signing your letter "With utmost respect" followed with your name.

For more formal correspondence, people write to The Queen with the formal opening 'Madam' and close the letter with the form 'I have the honour to be, Madam, Your Majesty's humble and obedient servant'.
