If you look in Exodus 25 you will find God telling Moses to build the Ark, and he gives him lots of instructions on this and how he wants things like curtains to look and priestly garments to look, etc.
In Exodus 31 God tells Moses he (God) has given a special skill to Bezaleel and Oholiab to enable them to construct these things.
In Exodus 35 Moses has come down from the top of the mountain and speaks the the assembled people. He asks for donations of gold, silver, bronze, fine linen, blue, red, and purple wool, acacia wood, etc. Then in verse 10 he says, "All the skilled workers among you are to come and make everything the Lord has commanded."
Finally in Exodus 37 we find Bezaleel constructing the things according to the INSTRUCTIONS given by Moses.
In Deuteronomy Moses is about to die, and is looking back on his life. So he says, "Then the Lord said to me, 'Cut two stone tablets like the first ones and make a wooden box to put them in.'"
Since Moses had been given the plans for the Ark, had organized the obtaining of the raw materials, had recruited and organized the craftsmen to do the work, and was in charge of quality control, he can quite rightly claim to he had made the Ark.
Some people find this concept very difficult to accept. They claim it is a contradiction when it isn't. Many public buildings have a plaque on it stating the date it was opened and who built the building. Does one person build a multistory building? No. Does the plaque name every single person who worked on the construction site? No it doesn't. It names the most important people, the Architects, the Engineers, the Construction company, etc. If you asked one of the Architects or one of the Engineers if they had built the building they would say yes. Not because they went and poured the concrete or tied the reinforcing steel, but because they were responsible for the construction.
If I said to you Steve Jobs built the Apple iPod, you wouldn't have any trouble believing me, except he didn't. He got other people to build it for him, using materials made by different companies.
So to answer your question exactly: Bezaleel made the Ark with skills given to him by God; acting on the orders and using the plans given to him by Moses, who had received them from God; using the materials provided by Moses, who had obtained them from the Israelites, who had been given them by the Egyptians.
