The term "eye level" is not an exact specification. It means veiwable without raising or lowering the head. Some designers recommend placing pictures low on the wall in a room where you mostly sit. That way the pictures are at eye level from where you are most likely to view them. Obviously in a hallway, eye level would be higher because the viewer will be standing.
Actual eye level is about 4 inches below your total height, or 5 foot 6 inches for a 5'10" person. Center the picture on that height.

A good rule of thumb for hanging artwork in a hallway (or just somewhere where the art isn't being hung over a piece of furniture) is to hang the art where the middle of the piece is at 60". I'm a professional interior designer, and this is how I typically approach art placement.

I think that 5'4" is average height for women in the U.S. That's what I am, but my husband is 6' 4" I checked and my pictures are hung 66" high (The center of the picture) and that works good for both of us:) I hope this helps:)
Good Luck!

There is actually a design criteria for this called:
Anthropometric Data. (I'll give you 3 examples)
Standing Height(inch) Eye Level(inch)
70.8 / 66.4
65.9 / 61.7
60.8 / 56.8
I hope this will help you.Good Luck
