My friend asked this i have no clue, but why do they steralize the lethal injestion needles when they are going to kill the person any way

Medical habit - as it turn out they do not even need to sterilize your skin (unless you are really dirty) in order to take a bloodtest or give you an injection. The skin protects us by wiping off the needle before it reaches live tissue

I guess b/c the people who are administering the needles are medical professionals and they have to follow a certain protocol when conducting a procedure. I have also heard it has something to do with cruel and unusal punishment but I am not sure how that applies.

It has to do with Cruel and Unusual Punishment. Something not allowed in the Constitution. Just because the person is condemned to die doesn't mean he/she should have to face any more hardship then they are already going to receive by having medications injected into them to stop their breathing and heart.

New needles are all sterile. They come that way from the manufacturer. They are only used once.

I'm wondering if it is to protect the doctor who prepares the syringe from getting an infection if he is stuck before filling the syringe.
