Atlanta
EDIT:for the thumbs down regarding Atlanta, if the people you encountered were not friendly, it was more than likely they were NOT from the south.
i am not from Atlanta. but i have lived/visited all over this country and i still say it..Atlanta is the friendliest. the other southren cities/states are friendly, but not like Atlanta...the state of Georgia, period.

Texas, for sure. I've been to Arkansas, Tennessee, Florida, Georgia, Louisiana, Oklahoma, and Mississippi, and the people there can be friendly, but not as openly friendly as we are in Texas. North Carolina is a pretty friendly state. I'd say a close second.

This is a loaded question. Friends are where you make them. There is no difference in people whether they are in the south, north, eastern, western or central USA. The differences that you will find have nothing to do with their demeanor. I am talking about culture, dialect and food.
