It means rock. lots of place names in France have Roque in them and people from those places often ended up with surnames like Roque or Laroque. It isn't specific to one area though but may be more common in Picardy.

I believe it's from the Channel Islands - Jersey, etc. They are technically part of England, but they have a French heritage. There is a Channel Islands Genelogical Society. I suggest you contact them.
