I say QUALITY over QUANITY, unless he is really materialistic then who really needs to maintain a boyfriend like that??! Test him: Take a road trip together, to an out of town local casino, get him a BLACK JACK gift card to blow away, get him drunk, pay for the hotel room and tell us if he was worth it!
lol

Skip the dinner and all that jazz.. get him a '69 Plymouth Superbird with a hemi engine.. No man could ever resist that..
(hell I'll settle for a 69 superbee with a 383 H in fact Or if yer cheap.. a new VT1100 Honda sabre Motorcycle.. Umm you looking for a new BF???) I may be easy, but I'm NOT CHEAP.. I cost...
Or like that old song.. "if you got the money honey.. I got the time"

The wonderfully rich present for him should be, once more ... YOU, or a dream picture of yourself.
As for the romantic dinner, not any expensive dinner, here is a suggestion:
A nice bottle of his favorite wine.
An easy and rich dish of linguini for two with a rich sauce consisting of no tomato, but of two spoonfuls extra virgin olive oil, fresh flavory pure butter from dandelion eating cows (those with a flower in their mouth), a squeeze of fresh red garlic, a tiny bit of fresh lemon squeeze, a drop of rich milk-cream, moderate salt, a rich fresh-milled pepper sprinkling, a little bit of freshly grated parmesan. Dessert should be a "tiramisú". Dinner light for the great occasion would of course be candle-light.

One year anniversary?? One Year?? Only one year???
He gets nothing that's expensive...a nice dinner is cool though but hey it's only a one year anniversary..after ten or twenty years he gets expensive gifts...also he should be buying you expensive stuff..
Young guys are losers these days..they should by the gifts for their girls and take them to a nice dinner..not the other way around..

A gift doesn't need to be expensive to be nice. Cooking him a nice Italian dinner at your house with candlelight would be nice. Or you could make him a photo scrapbook, etc.

A nice watch and dinner at a nice steakhouse like Ruth's Chris, don't know if they have a restaurant where you are.

Okay... cheesy, but that's all I could ask for is the company of the one I love.
I can't help you on the buying something thing... Sorry. =\
