If she is urinating blood it's coming from her bladder, not her uterus (especially considering if she was spayed she no longer has a uterus). The blood in her urine could be anything from a simple bladder infection to failing kidneys. You need to consider having her examed by a vet to rule out all possibilities.

When there is blood in the urine, this usually signifies a problem with the urinary tract. A dog could have a bladder or kidney infection. It is also possible that there are stones in the bladder or kidney. A veterinary visit is needed to determine the cause of the blood in her urine. Once a diagnosis is made the appropriate treatment can be begin. Without treatment the problem might get worse and a dog may become quite ill.

It probably has nothing to do with the spay; peeing blood and menstrual blood are two completely different things. If she's peeing blood you need to get her seen by a vet ASAP, because that's a very serious medical condition, and if not treated early, could result in something as serious as kidney failure.

Take her to the vet. There are a number of things that can cause blood in the urine, some are fatal if not treated.
