i dont think it really matters of the sex in ranks...

You are making quite the assumption to start. There are far less women in law enforcement to begin with so there should be far less getting promoted. Many departments go out of their way just to hire token female supervisors when they have none that are qualified.

Because fewer women enter the field...some may even chose not to be
promoted as their duties are a part of what they enjoy most about their job,dealing with the public..I don't think its a discrimination issue though,just logistics.

Because a lot of them don't take as many risks as the male officers.
