Okanagan area of British Columbia gets very little rain, warm summers, and not a lot of snow. Vancouver is another area as well as southern portions on Vancouver Island gets a fair amount of rain in the winter but usually fairly mild and beautiful summers!

Well, it really depends upon which time of the year you want to visit Canada.
Like the Northern Plains in the United States the Canadian Plains usually get very cold in the Winter. Expect a fair amount of snow there in a 'normal' Winter too.
Out on the West Coast of Canada it's generally more moderate of a climate in the Winter with rain falling more so then snow. But that isn't necessarily always a guarantee either. As some one here has already stated, Vancouver, British Columbia has had a lot of snow this year. In fact, the entire West Coast stretching down into the United States has been messed up weather-wise this year.
Generally the East Coast of Canada gets a fair amount of snow and cold weather in the Winter too.
Southern Ontario, obviously being the furthest south in Canada and surrounded by the Great Lakes, can be pretty moderate weather-wise but they get their fair share of snow and cold weather too, especially in January and February.
In other words... if you're planning on coming to Canada in the Winter ... expect to see snow and cold weather across most of the country.
Most parts of Canada get nice and toasty by July and August and depending upon the weather, it can rain a lot in Canada in the Summer but it also can be drought-like too.
In conclusion, the weather is extremely variable in Canada... that's why Canadians talk so much about the weather eh!
Bring a windbreaker, a pair of shorts and a t-shirt, a touque and a parka and you should be able to handle whatever you face weather-wise in Canada!

The arctic gets the least rain and snow--it's technically a desert--but most people wouldn't say it has the best weather.
Vancouver gets the least snow but the most rain. Calgary doesn't get a whole lot of either but its weather is just generally wacked. I agree, go to Montreal, stay in the Queen Elizabeth or Place Bonaventure and if you really don't want to you don't have to go outside at all.

Vancouver, the southern tip of Vancouver Island (including Victoria) and much of southern Ontario get little -- if any -- snow.
The Maritimes and Quebec get less snow than other regions, but it's a very, very damp cold.

vancouver supposedly, but this year vancouver got more snow then here in toronto & in ottawa.
