First start with cook books and the basics. I suggest better homes and gardens as well as betty crocker. They have the best recipes for those just starting out.

As for things to have on hand. Make a menu for yourself for every meal. This includes breakfast or lunch, this way you know specifics of what to buy i.e. cream and sugar for coffee, mayo and mustard for sandwiches, etc...This may sound silly, but it works. Do this for about a month then when you get used to what you need just make a menu for dinner so that you are not buying more than one item at a time or that you already have on hand.

As for staples, salt, pepper, garlic powder, onion powder, Ms. Dash, w/o sauce, olive oil, white vinegar, balasamic vinegar, italian seasoning, flour, sugar, tea bags, mayo, mustard, ketchup, italian dressing (it makes a great marinade), peanut butter, jelly, tomato paste, tomato sauce, macaroni or pasta noodles, rice, oatmeal, cream of wheat. With a lot of these dry ingredients you can increase the shelf life by storing them in airtight container. Tupperware modular mates are the best and you can pick then up cheap at flea markets, just run them through the dishwasher before using them and let them heat dry, this will sanitize them.

The bare basics are salt, pepper, cayenne pepper, garlic powder, onion powder, minced onions, paprika, seasoned salt chile powder and poultry seasoning. Also keep canned broths, soy sauce, worsterschire, and cooking wines on hand.

As you get more experienced, keep ground cumin, coriander, dry mustard, curry, tarragon, rosemary, thyme, nutmeg, allspice and ginger on hand.

Always have seasoning salt, salt, pepper, accent, and meat tenderizer. Their are others but these are the ones you should always have or never run out of.
