In all historical wars, the country who loses will make contact with the winner and tell them they can longer fight. The last thing we want in this day and age is war between countries. No, Im not a peace activist, but weapons have become so powerful that I doubt there WOULD be a winner between two nuclear-equipped countries.

A couple of ways:
The losers territory is occupied by the victorius contory
The loser aks for a peace treaty
They agree to surrender
The loser loses thier best army and surrenders.
The loser country withdraws from the victorius country
