No, it's not the same! If you apply in February, you have a better chance of being awarded several types of grants or whatever is available at your instituion. If you wait until June, those funds may be gone. Loan money will always be there but it's the FREE money that is first come...first serve!

each state has a deadline.. the latest usually Jun 1.. However, there is only so much funding for pell grants.. so those that get it in early in the year, have a bigger chance of getting it than those who wait.. IF u miss the deadline completely, then u will NOT get pell.. the most u would get is loans.. It takes about 10-14 days or longer for them to get ur info to the school and then another 30 days for them to get the money to the school. If u don't apply before June, i would plan o n paying for tuition and stuff out of my pocket.

Its first come fist serve but they wont turn anyone away.
If you apply late, your loan wont be processes till later and it'll cause problems.
Do yourself a favor and apply As soon as possible.
