No because hell is a place of mercy to those whould Could not face their creator because thay had rejected him while on earth
Heaven is a place for those sinners who have been redeemed and who enjoy the presence of their Creator.
For non believers Heaven would be worse than hell for them. The best place for them to be iis hell.Were you find murderers, thieves,selfish people,,blasphemers.,crooked politicians,dishonest lawyers , Bigots, evil dictators .etc.. down the list.
