The maximum Thermal Efficiency of a reversible heat engine is 1-Tc/Th where Tc is the cold temperature and Th is the hot. Temperatures must be in Kelvin. Kelvin is 273 + Celcius. So the maximum efficiency is 1 - (273+18)/(273+400) = 57%
