you can make some homemade playdough. Your son can help you make it then he can play with it for a while. Here's the recipee....
Ingredients:
1 c Flour
1 c Water
1/2 c Salt
2 tb Cream of tartar
1 tb Oil
Cook until dough forms a mass in a pan. Turn it out on a plate, pick an old one, and cover it with a damp cloth, also an old one. Food coloring may be added. Store playdough in the refrigerator.

Take a walk in the rain. There's nothing like the feeling and sound of rain. And everyone knows that children loves to jump in the puddles. Let him run, have fun and get wet. After wards, go home, change into dry, warm clothes make some hot cocoa, and have a leisurely afternoon /evening with boardgames, watching movies, baking - whatever you all enjoy to do together. And, maybe crack a window open just a bit so you'll be able to hear the rain outside - that makes it even cozier inside in the warmth.

I think anything you do with your child, as long as your engaged with them and giving them attention is quality time that they will cherish forever. My parents spent alot of time with my sister and me, doing simple inexpensive things like going bike riding, fishing, playing in the park or even watching movies together at home. To this day (I'm 40 and my sis is 36), we remember everything from the biggest to the smallest and we treasure that we had such a good childhood.

Make some salt dough, you can find a recipe on line. Make the dough, then use cookie cutters and make ornaments, don't forget to use a straw to put a hole for the string so you can hang them. I know it's not Christmas, but it's almost Valentine's Day, you could make a bunch of hearts. You cook them in the oven to harden them, then after they are cool you can paint them. Or you can add a bit of food coloring to the dough before-hand. They would be great Valentines to send out to grandparents and other relatives.

At that age , I can see them coloring in books, playing with Tonker Toys constrution trucks, legos, hot wheels, radio operated trucks.
Maybe a fun put together race track for cars / or a train set.
There is always Rock-em Sock-em robots too!
or Fisher Price toys.
Or go to the library and pick out a nice book to ask him to read out loud to you.

My son is 6 & just the other day he made himself a book about aliens. Very well illistrated too. lol I gave him 5 sheets of paper, folder & three small ribbons. I have a 3 hole puncher to punch the holes in each pc + folder. Then he used the ribbons to attach them to the inside of the folder. Looks great!

Buy a box of vanilla instant pudding, and don't put in all the milk it says to (think it says like 2 cups...put in like 1 3/4 cup) and then mix it like it says to on the box. Let it thicken and then put it into small paper cups/bowls and color each one with a different color of food coloring. Get out sheets of paper/construction paper, and let your kids fingerpaint! Is nice because it cleans up easily, and all they have to do is lick off their fingers to help w/the mess/when they want to change colors!

I love taking our 2 yr old to our community center. They have indoor playgrounds for kids and they are perfect for rainy days!
