"Road sense" Are you serious? You honestly think dogs know what roads and cars and highways are? Do you think animals should know what stop signs are that green means go and red means stop?????
Dogs can learn things. You dog has learned there there are these fun noisy animals that run up and down every day that are excellent to chase! He has also learned that there are these "STOP" things on posts that are great to pee on and they are EVERYWHERE! How convenient!
You need to be responsible for your pet. Letting your dog run at large is not only illegal, but dangerous for your dog and people. You dog could cause an accident, let alone be hit by a car and injured. Can you afford to repair his fractured pelvis because you, the moron, decided to let him run around everywhere.
It's called a fence. Many people have them. They safely contain you pet to a certain area so they don't run around everywhere. You can get a invisible fence that goes under ground and train your dog not to cross the barrier. You could take you dog out on a leash when it needs to go outside, or you may want to consider finding your dog another home with smarter humans.
In all, I think it's safe to say, your dog isn't the idiot here, you are my friend.

You might be able to find a special coller that gives a zap if she cross the boundary. (please ask your vet) Or can you build a fence for her like an off leash dog area it may seem cruel reduing her space but it better then no dog later on.
Also there are toys on the market that occupied a dog for a long time and keep them from been borded. find her a compion dog.
Only with a good strong lead should she be allowed out on a walk and you need to be in control. You might need one coller for when she at home in the yard and another for walking.
If she is hit be a car it will make the whole thing 10 times worst for you. One family dog was hit be a car in a storm going from home to my dad's work shop looking for company and got hit by a car breaking her leg. The next time it was her head she was put down.

stay home for a week or two and start by asking a friend to drive a car slowly by your house. while your dog is on its lead all comely towards the car. if you have problems back away then reproach. the next step is to take it on walks by busy roads, again if it gets all confused or goes "crazy" then try again slower when it can do that it will probably not cause mayhem.

electronic fence. One of those wireless things. Turn that collar up a bit and let her run after a car. Once she hits the fence line it will shock her. After a few tries she will realize that the yard boundaries are pretty certain. No mare car chasing then. Other options are a nice heavy chain that yanks her back when she reaches the end, but the collar and fence works better.

Buy yourself a shock collar or put a long rope on the dogs collar and when it's chasing the car pull on the rope and say No!!! You can even just use a leash and be near traffic when the dog attempts to run towards traffic pull on leash and say NO or BAD DOG!! In order to correct the behavior your going to have to intentionally tempt the dog on purpose!!! You can teach them but you have to be consistent and patient!!!!

i might take him to a coach, or prepare him your self. to coach him, positioned him on a leash, and walk outdoors. while a motor vehicle comes, and he chases after it, pull him and say, "No!" in an exceptionally organization tone. try this workout some situations an afternoon for perhaps some weeks until eventually you spot indications of progression. i'm hoping this facilitates!

first thing tye a long rope to the collar of the dog. so you have control of the dog. f then find a dog trainer in your area. also make sure the dog is in a fenced yard Please.
