Maybe your auto choke is sticking!

OK it's a 94 so forget the answers about a sticking choke
It doesn't have a carb so forget those answers that refer to a carb
It's a 1.1 HCS therefore it doesn't have a distributor so forget the timing . Basically thats not adjustable
If it is high reving whilst NOT driving it then forget the clutch slipping

You want a real answer
First check the basic things that you are able to. Check that there is not any breather or vacuum pipes that have come off or split
Secondly check that the throttle cable is allowing the throttle to return properly. I would not recommend adjusting either the throttle stop or the throttle position sensor yourself
You then have to look to the Idle Air Control Valve. This should control the tick over and sometimes get quite dirty
Next is the Mass Air Sensor
Now we are getting into technical stuff here and most of it is quite expensive to just replace.
Your local garage will happily run a diagnostic on it for you and I would suspect for about the cost of 1 hr labour. That will give you a better idea of what is wrong and how much it will cost
Sometimes motor cars are just not easily fixed by the home mechanic even the very best as the electronics will beat you so good luck

I assume you mean at tick-over.

1. Check the throttle cable isn't caught round anything.
2. Check choke as previous answerer suggests.
3. There should be a screw somewhere, often on the carb that controls tick-over speed.

Sometimes the throttle valve sticks or the plunger on the solenoid does do the easy things first try cleaning it with a spray.

you probably need to get a mechanic mate, but could be a number of things, probably to do with wear and tear. clutch wear perhaps? or maybe the timing on the engine and high revs overcompensate?
