Nissan are allowed in the US, and only if they are certified to be operated here in the US. MotoRex used to import Skylines in the US for a while before the company went bust. There are some small-time shops that import these cars but will cost you the same amount of money if you purchased a brand new Dodge Viper. You can also go the poor-man's way and buy a 240sx or a 240ZX and stuff a skyline RB26DETT motor (or single Turbo) motor in it.
To clarify DannyD's response. NOT all Infiniti G35=Skyline (this is only true when Nissan introduced the G35 in 2003). Nissan Skyline has always been SKYLINE since the 80s. Nissan ceased production of the famous car in 2002. The car, like all automobiles came in different flavors, GT-S (RB24) or GT-R (RB26). The GTR being the sporty of the two equipped with RB26DETT motors.

Let me clarify first this: Nissan Skyline = Infinity G35.
Nissan in Japan is just that, Nissan. And they have always produced the Skyline. Here in the US, Infinity (Nissan luxury division) made the Skyline available under the “G35” name.
Now, there is also a model for the Skyline called GT-R and I would presume you are actually asking about that one in particular.
The GT-R was never brought to the US due to emissions problems. Nissan decided not to export it or produce it here (it would have required multiple modifications to make it “street legal”). Nissan only used the Fairlady Z (here known as the 300ZX) as their top of the line sports car.
Since sales dropped so much in 1995-96, Nissan discontinued the model all together here, but kept producing it in Japan until 1999. The idea of bringing here the GT-R would have been ridiculous.
Although Nissan doesn’t make the GT-R here in the US, many have successfully imported it from Japan; most of them have done the necessary modifications to be emissions compliant, and other have opted to stay illegal (as many other cars are lately since Fast And The Furious hit the big screen).
Later on, the GT-R was also discontinued in Japan, and only the Sedan Skyline (4 door G35) and the Coupe (2 door G35) were produced.
But now things have changed. In 2005 Nissan announced in Japan that the GT-R is going to be made again. This time, and for the first time in history, it will be not only produced for Japan, but also for the US market. It will be available in the middle of 2007 in Japan, and in spring of 2008 here in the US.
Nissan has not talked about what will be inside, we have only seen the concept or “proto” as they called it (http://www.nissanusa.com/gt-r/). Unofficial sources say it will have the same VQ35 engine from the G35 / 350Z (V6 3.5L) but might be modified to 3.7L. No matter what, it is almost a fact that no matter what engine, it will be a Twin Turbo, with AWD (All Wheel Drive) and AWS (All Wheel Steering or Super HICAS as Nissan calls it). Power is expected to be around 400-500HP.
If you are interested on one, you will be able to buy it in a year from now, as long you can afford it: Nissan declared the price tag will be around $70,000 (and don’t forget insurance, it will definitely be not cheap either).

Yeah they are aloud but like the guy above me said they don't sell them here. The GTR though which is the Skylines child is going to be sold here it is bassically the skyline with a new name. 505 horses, I want one.

Yes, and no. Yes but they have to get DOT approved which is very expensive if you want to drive it all the time and not get in trouble with your local police. There is performance shops that sell them and some of the shops for a extra price or already rolled into the price will make them DOT legal with a new VIN and be able to register your car with DMV and drive it every day. Other shops or places just sell them but are not DOT legal. There is ways around getting it DOT legal but still able to register which is what most places are doing having them shipped to Canada which will allow them to register the car there, and then shipped to the US which will allow Canada registered cars to transfer registration to the US.
